Oleg Ignatkin: Global elite can be responsible

Irresponsibility of the global elite has always been a matter of deep concern and suspicion. One can say that throughout history, that were largely irresponsible. Many crises occurred because of that.

 

There are a number of theories that present the evaluation of the elites’ actions. V.Pareto, G.Moska, R.Mihels have been developing the theories of elites participation. In International Relations elites’ participation is connected with the problem of their recruitment and party mobilization.

 

Elites’ recruitment is connected with the number of political institutions. Political institutions in the number of countries can influence the elites’ selection and as the result – it can prevent or angle decision-making towards this or that issue.

 

Party mobilization is an important question, since many countries possessing the system of proportional representation, have a coalition-building system that is represented by multi-party agreements, coalition governments and strong elections.

 

Finally, the new elites use different system of agreements. Personal connections are also important, and inter-elites communications deem crucial for solutions at the different levels.
