Rector of the St. Petersburg State University.

Graduated from Leningrad State University (LSU). Doctor of Sciences (Law), professor.

Since 1985, lectures at LSU/SPSU: senior lecturer, assistant professor, Chair of Criminal Law; professor of the Law Faculty; Dean of the Special Faculty for Retraining in Legal Sciences at SPSU; Dean of the Faculty of Law at SPSU.

At one time, served as Chairman of the Constitutional Court of St. Petersburg.

In 1998, initiated the creation of the first ever legal practice consultancy offering free legal advice to low-paid social groups in the Russian Federation (RF).

From 2009 onwards, Rector of the St. Petersburg State University (SpSU).

Vice-President of the Inte-regional Association of Law Universities of Russia. Member of the presidium of the Russian Bar Association. President of the St. Petersburg and Leningrad Region Bar Association. Member of the Presidential Council on Improving the Legal System. Member of the presidium of the Presidential Council on Science, Technology and Education. Deputy Chairman of the Russian Coordinating Committee of the Petersburg Dialogue forum. Chairman of the Public Council under the RF Ministry of Justice.

Chairman of the Association of Leading Universities of Russia. Chairman of the Council of Rectors of the North-West Federal Region. Member of the Presidential Committee on Forming and Training a Managerial Elite.

Chairman of the Public council at the Chief Directorate of Internal Affairs and the Ministry of Internal Affairs for St. Petersburg and the Leningrad Region.

Holds the rank of Counselor of State of the City of St. Petersburg, 1st class.

Author of over 70 academic papers and works on educational methodology, including books and textbooks.

Academic focus: education law, theory of state and justice, and criminal law.
