President of the “World Politics and Resources” Foundation.

Graduated from Tyumen State Oil and Gas University in 1974 with a degree in electrical engineering of automation and remote control systems. He earned his second degree in 1980 from the same university by distance learning, majoring in mining engineering technology and the complex mechanization of oil and gas fields.

Received his Doctor of Economics degree in 2006.

1974: Started working for enterprises within the Nizhnevartovskneftegas manufacturing group as a mechanic, engineer, senior engineer and laboratory director.

1980: Appointed head of the Central Engineering and Technological Service, Head Engineer and Director of the Oil and Gas Production Department at Urevneft.

1987–1990: Founder and Director General of Langepasneftegas manufacturing group.

1990: Elected Chairman of the Tyumen Regional Council of People’s Deputies in an alternative election.

September 1991: Appointed Head of the Administration (Governor) of the Tyumen Region.

1993–1996: Minister of Energy of the Russian Federation.

1997: Advisor to the Prime Minister of the Russian Federation. Founds and heads Central Fuel Company.

Dr. Shafranik is Chairman of the Supreme Mining Council, Chairman of the Union of Oil & Gas Producers of Russia, Chairman of the Committee on Energy Strategy and Development of the Fuel and Energy Complex of the Chamber of Commerce and Industry of the Russian Federation, Chairman of the Board of Directors of the Institute of Energy Strategy and President of the “World Politics and Resources” Foundation. Dr. Shafranik has written several books, is a regular participant in international forums and frequently meets with world leaders and the heads of international organizations.

He spearheaded the introduction of paid subsoil use in the oil and gas industry in Russia. He helped initiate and develop the Law on Subsoil.

Dr. Shafranik organized and took active part in restructuring the oil, coal and electrical energy industries and transitioning them to market economic conditions.

Dr. Shafranik is the recipient of numerous state orders and medals and is a winner of the State Prize of the Russian Federation. He is an Honoured Worker of the Russian Federation in the Oil and Gas Industry, and an Honorary Citizen of Langepas in the Khanty-Mansi Autonomous Region and of the Tyumen Region.
