Graduated from the Moscow State University of Civil Engineering and the Higher School of the KGB. Ph.D. in Political Science.

Served in state security agencies and led the Tomsk Regional Department of the KGB. Held the position of Deputy Director of the Federal Counterintelligence Service and First Deputy Director of the Federal Security Service of Russia. Responsible for issues of counterintelligence, economic security and counter-terrorism.  

1999: appointed Deputy Secretary of the Security Council of the Russian Federation.

2007–2008: worked as Acting Secretary of the Security Council of the Russian Federation.

2008: appointed Chairman of the Board of Directors at VSK Lifeline.
