Entry Cyber Regulation ahead of Cyber Revolution

I do not wish to sound like a reactionary. However, the level of disenchantment amongst highly educated youth in the so called first world and general apathy fringing on delinquency due to boredom gives time and reason to create a new movement. Coupled with the infinite possibilities at our fingertips at any location to access the communications technologies makes the revolution through cyber an impending reality and possibility. This movement could link with the unrest in former second and third worlds.

The color revolutions were only a small initiation into the fertile ground to entirely eclipse the international economic order. Specifically the transformation of the socio economic technological era is at the fingertips of the formation of legions of computer savy youth. The ability to communicate with the computers, merging man and machine is now a primary language in the palms and through the pupils of the generation up to the age of thirty five. Our post Cold War order has reached the age of Jesus Christ at the cross of 33 in the Empire of Ceasar. A time for new prophets of the cyber age or more succinctly the crucifixion of these prophets, whose actions shall remain and lead legions of disciples in the millennium to come. We have already see the rise of cyber revolutionaries of the purely citizen information realm as Julian Assange and Edward Snowden. These are symbols that highlight the role and need for Truth in our society. Veritas. The next wave of digital revolutionaries shall be the ones advocating Justice of a Social kind. The increase of the link of our economy to the digital realm creates this challenge. It is not only, the cyber crime or the use of cyber to instigate non democratic political violence that is of concern to the Cyber regulators.

Respectively, cyber governance is needed to protect governments from each other, as well as, to protect from asymmetric cyber revolutions that may rise from the use of cyber channels to spread global revolution. The boutique anticyber crime groups and the computer multinationals have a particular unreproducible power of knowledge, specific command and control over the very codes (languages known only by machines of their making) that guide our daily lives and consumption. Comparable to Gods in power, are we to allow these specialists complete freedom over our lives. I do not think they have the ability to act in complete morality or by ethical code like the Gods. It is here where the intervention of a global compact on cyber is urgent.

Of course, as in all spheres the dialogue is like reflections in a mirror. In the West where the ICT majors are headquartered a resistance to regulation of the virtual and cyber realm has persisted since the 1990s when Russia opened the dialogue for internet and ICT UN agreements. In Russia, the push for regulation especially since 2014 is consistently from the point of view of the defense. It is the protection of the citizens from harm that is always the priority of Russia’s foreign policy. The EU faces a particular problem with the legions of unemployed youth and the arrival of refugees from zones whose destabilization was triggered by the organization of mass movements through cyber triggers.

The financial crises of Asia as of Europe are ripe groups for destabilization, China and the United States in the dependent credit dyad are also not immune. Crypto currencies and block chains are the positive use of the technologies but what is fundamentally needed is a comprehensive order setting in the mesh of cyber possibilities created and afforded in the forty years since DARPA became public for civilian use.

The economics of the situation is pivotal as it is the techno economic era that is the quintessentially creating the conditions of our current era. When we speak of the industrial revolution in the cyber era of digital economics and information politics, we must be vigilant to capture the counter revolution of those that are disempowered with no access to the ICT means especially if a cyber guru is chosen as leader to undermine and halt the development of the current international information order. To silence the media wars, block the stock markets, and interfere in the navigation infrastructure of the militaries of the states.

What is true now was true at the time of the October revolutions whomever controls the communications and energy shall control the state. The state is a population and territory. It is these critical networks that must be globally protected. Whilst simultaneously the process of giving education and employment opportunities is of the most pressing need to prevent those that could find the time and reason to overturn the current order.

Access to education and revenue generating activity is the key. Access to the fruits of the cyber realm and the present economic enlightenment of the knowledge economy is what will guarantee the peaceful transition to the fourth realm of governance organization, the very global governance ideals that led to the mutual decision to remove the separation of the Eastern and Western of the world. How can we reach the successive rounds of negotiations in order create the global network applying the regulation of the cyber realm. A global network that is also responsible for disseminating tablets with educational materials, information for how to create in situ and economically meaningful home (solar panels in the south world or insulation in the north) and business innovations (creating logistics innovations or digital presence and market) , and general know how tools for empowering the citizens and the displaced persons.

Certainly we are ahead of revolutionary tides. Being conscious that each global innovation was followed by political transformation coupled with forms of asymmetric violence, can help us to limit the damages by optimizing the gains from the global transformation enabled by the cyber.

The positive use of technologies is the essence for the regulation’s success. It is a great historical opportunity to transition by evolutionary empowerment, especially now that evolution takes place with the speed of virtual light.
